Programs Not Functioning Properly

Hello Windows10Forum. I am experiencing a problem with my programs. They seem to work after troubleshooting them, but then they go back to the way they were. I think someone is accessing my computer. Windows Malicious software says it detects 12 viruses, but doesn't quarantine them. Windows defender has the same results. I do have a copy of the guys ID he is using to access virtual reality. It's attached below

What anti-virus and anti-spyware programmes are you using, Matt?

Windows Defender.. I just did a scan with Windows Malicous Code and it detected 12 viruses but upon completion there were none. Also it looks like he's using back door entry for some of my applications. My web design software acts funny and changes on the drop of a dime.

Here is a web certificate I found accessing my PC... Not sure what I can do to prove this guy is abusing a legitimate license..
