Reinstallation of Windows 10

I installed Windows 10, then reverted back to 8.1. I now want to reinstall 10, but it won't download. It shows "Downloading Windows 10", then shows "Getting setup files", but never goes past that point. Is there a time limit in switching back to 10 from 8.1? What should I do next?

Nope, the only time limit that I've seen associated with the Upgrade is the free offer expires July 28 2016, and.....
You only have 30 days to roll back to your previous OS, after the upgrade..

The installation media can be obtain through either of these two resources.

OR

Once you have the ISO, you can use ImgBurn to burn it to a DVD or Rufus to burn it to a USB ThumbDrive, either of which you can use to boot your computer or to perform the upgrade from.
