Resizing Pictures for Desktop Background

Tried various steps, can't get pictures resized to display as desktop background properly. Resizing with Paint does shrink the picture size, but Windows 10 won't display it at the smaller size on desktop. This is not a problem with Windows 7. Any fix?!

You shouldn't need to use Paint.

• Right-click on Start and select Settings
• In the Windows Settings select Personalisation
• On the left side select Background
• In the main window click the Browse button and select your picture
• Now click the drop arrow below choose a fit:
  • If your image is smaller than screen then select Stretch
  • If your image is larger than screen select Fit
