SOLVED Restart problems

Hello guys, I have a great problem with restarting my PC.
When I want to restart my PC, i do it normaly:
Start Menu -> Power -> Restart, and thats it.
Windows starts to restart and there is text: Shutting down....
BANG! There starts the problem.
My monitor turns off, but PC continues to work. I hear cooler in it, lights on case are on... and PC don't want to turn on again.
I wait, wait, but nothing. After this moment (when monitor turns off) I can restart my PC manually without losing any kind of data. This problems also happens when my PC goes to sleep. I just don't want to turn on. Can you help me?

P.S. Sorry for my bad english.

Ok, I was nervous and I removed all cables and jacks from my Computer Case. I turned it off on the switch. After that, I started hitting those RESTART and TURN ON buttons on Computer Case. After that, I wanted to try this restarting process once again, and guess what? It worked.... Computer now starts normally when I restart it or send it to sleep.

Ok, I was nervous and I removed all cables and jacks from my Computer Case
So it was one of the external peripheral devices you had attached to the computer??
Have you determined, which one??

I had those drivers attached to my computer and I removed:
Keyboard
Mouse
Audio jack
Web camera

I didn't removed these from computer case:
Monitor
Network cable

I thing the point is in hitting Power and Restart buttons. :-/
