Saving Input file in Windows 10

Hello,

In Windows 7 and 8, when I saved an Excel input.csv file to a master.csv file, it would just save.
Now in Windows 10, the Excel file opens up and has to be saved manually (file save as...).
Is there a way to get it to just save as it did in Windows 7 and 8, as opposed to having the file open up like that?
I hope this makes sense...
Thanks in advance for any help or suggestions you can give...

Ok, I think I freaked people out with this post. Let me re-word it.
What I meant was: In Windows 7 and 8, when I export information from a website to n Excel .csv file, I used to have the option to "save as" so I did not have to open the file. Now in Windows 10, the only option that is available is to open the file; then you have to manually save it once the file is open.
Any ideas on how to get the "save as" function back? Is this possibly due to the fact that my Excel/Office is 2010, and not Office 365, or maybe because I need updates? Or maybe there is a checkbox I can populate?
Thank you to anyone that can help...
