Severe input lag with one key, other keys work fine

I know its not a hardware problem because using the Virtual Keyboard results in the same type of input lag where one key (@/' on the UK keyboard layout) takes 2 seconds to work, and cannot be tapped like other keys, instead it needs to be long pressed for 2 seconds resulting in @@@@@@@@ or ''''''''''''''' output.

I tried reinstalling both keyboard drivers several times, I also changed the input language to US and Australia English, in both of those there was no such input lag, but the @ key is " and vice versa in those layouts so I cant use them.

I removed the UK input language and re-added it after restarting but it had no effect.

Any ideas?
