shut down/restart etc. missing

Before I updated to 10, there was an icon on the bottom left that I would click to shutdown or restart computer. When I clicked on it a window would pop up that gave me many options and a little search window. Sound familiar? (I know it's not a great description) Anyway, it's missing now and I can't turn my computer off. How do I get this back?

Also, there is a big time lag with my cursor every time I click on something or hit "enter" it seems to be disabled for a few seconds. Kind of annoying.

 

[Trouble]

The Windows Logo / Microsoft Flag / I still call it the Start Button should still be in the bottom left corner of your screen on the left most end of your taskbar.
Can you right click it and choose Shutdown of sign out option from the right click context menu?
