No - assuming I am understanding you correctly.

The Windows 10 Software Download Tool is used to install or reinstall Windows in individual systems and is typically used by individuals - like "normal" home users.

The Windows Assessment and Deployment Kit (Windows ADK) formally known as WAIK (Windows Automated Installation Kit) is typically used by system administrators to automate large-scale deployment to many target computers in a large organization.

I believe my daughter has a virus on her pc. I want to reinstall windows on it. As I performed a restore. Reset browsers etc, but I need to remove the virus first. I read that I can run the windows defender offline. That I can burn it to cd, dvd or usb flash drive. But that I needed to download the waik first. To take the pc in to be fixed would cost more than she wants to pay right now. I want to fix it myself if possible. Someone please help. It won't let me online or do anything. It says the internet has been blocked untill I get problem resolved. It had the mpc cleaner and adware on it. I tried to remove it unsuccessfully evidently. Also said their may be a trojan. Gave me some phone # to call.

Try this....
Get yourself a USB ThumbDrive (that hasn't been connect to the infected computer) use your computer or another computer that can get on line and download and save these to a folder on the thumb drive.
Use it on the infected computer to see if you can successfully clean it.

These are the programs I use to generally delouse a computer with virus and or malware issues.
ADWcleaner from here http://www.bleepingcomputer.com/download/adwcleaner/dl/125/
JRT (Junkware Removal Tool) from here http://www.bleepingcomputer.com/download/junkware-removal-tool/dl/131/
RogueKiller from here http://www.bleepingcomputer.com/download/roguekiller/
Norton Power Eraser from here https://security.symantec.com/nbrt/npe.aspx
Malwarebytes from here http://www.malwarebytes.org/mwb-download/confirm/
SuperAntiSpyware from here http://www.superantispyware.com/downloadfile.html?productid=SUPERANTISPYWAREFREE
Ccleaner from here http://www.piriform.com/ccleaner/download/standard
TFC.exe (Temporary Files Cleaner) from here http://www.geekstogo.com/forum/files/file/187-tfc-temp-file-cleaner-by-oldtimer/
ESET Online Scanner from here http://www.eset.com/us/online-scanner/
Eset online scanner is a bit different than the others in that you need to either use
IE or download and run their smart installer if you're using another browser. Then tick
the radio button that says "Enable detection of potentiall unwanted application"
Then click the link that says "Advanced settings", then check all the boxes except the
one that mentions "Use custom proxy settings", unless of course you're using a Proxy
Server. Then just click "Start", it will do a thorough system scan so it takes a long
time.
I don't check the links above everyday, so if you have any problem with any one of them then just Google for the program name but use the site names that I have recommended since I'm relatively certain they are free of extraneous garbage.

I usually start with Ccleaner followed with TFC.....
Then JRT followed by ADWcleaner, then the rest saving Eset Online Scanner till last to bat cleanup.

OK.... good luck.
I've had some reports regarding the link to Eset Online Scanner
http://www.eset.com/us/online-scanner/
All of the links I've listed above are to free versions of all the software, IF you have some problem getting to the page that looks like this

Capture.JPG

Just type it into the URL address bar of your browser
Code:
http://www.eset.com/us/online-scanner/
AND to answer you last question, which came as I was typing this reply.
I would think that a 4 gigabyte USB thumb drive would be more than enough, depending of course on the available free space on the device, so.....
Anything larger should be fine.

I'm sorry..... I don't understand?
Why would you bother cleaning the OS, if you were going to reinstall it?
Why not just wipe the drive and do a clean install?
Seems like that would kill two birds with one stone

I dont understand. I need to get rid of this virus. How ever I need to. I am not to computer savy. I know some. I downloaded all of the tools u suggested. I put the flash drive to the pc. I tried to run the ccleaner. But a user control popped up. Account administrator. It would let me log in with my daughters password. Yesterday when I typed net user administrator /active:yes the pc showed her as the administrator. Today it does not find her. previously it had me create a new account. I cannot do nothing. I thought I had to get rid of the virus first. I had done a restore previously. Thought I had to reinstall windows. Are u talking about formating the drive and reinstalling windows? If so how? When the pc loads I get blocked. DOME VIRUS. I really do appreciate any help. I have even installed my own sound cards, modems, in years past. But not this.

I wanted to just reinstall windows to start with, and bypass all of this. I thought the virus had to come off first.

Nope....
As a matter of fact one of the tried and true methods of getting rid of various types of malware in the past has been to "format C" ( a pretty old reference but it still applies) or in some cases even low level formatting.
Do you have the installation media on hand that matches the current installation you have on the problem computer?

No. My daughter bought it from someone it was not new. I thought that I could download it and burn it to flash drive, dvd, or cd.

You can and you probably should. It's nice to have the installation media on hand in case you need it to repair or re-install, etc.
IF you have a working computer you can go here
https://www.microsoft.com/en-us/software-download/techbench
Choose Windows 10, the first item in the first drop down (not single language at the bottom)
Next choose your language and your bit version (32 or 64 bit to match your system architecture or in the case of an upgrade, to match your currently installed version of Windows).
That will provide an ISO that will upgrade, repair (or clean install) either or both Windows 10 Pro and Home.
Once you have downloaded the ISO you can use ImgBurn to burn it to a DVD http://imgburn.com/index.php?act=download
OR
Rufus to burn it to a USB ThumbDrive http://rufus.akeo.ie/
NOTE: IF you're not sure of what you need in the way of bit architecture you should be able to check the problem system by right clicking the Start Button on that system and choosing "System" from the context menu. It should produce this
Capture.JPG

Once you've created the installation media you should be able to boot the problem system from that and perform a custom clean install.
During that process you should be presented with a screen that shows any hard drive present on the system with any associated partition that may exist on that drive where you can choose to delete the existing partition and allow the installation to proceed to install in what would then be using all the "unallocated" space on the drive.

NOTE 2: Pay attention and be careful that you are only working on the drive that you want to actually install the Operating System on.
IF there are additional physical drives or partition that contain only data (not the OS) or in the case of a USB thumb drive which will also show up in the list, don't mess with it or them.

That should be enough to get you to a clean custom install of Windows 10 and I don't want to overly complicate the matter by adding that you could use
DiskPart to clean and entirely wipe the drive or some third party software utility that would also wipe the drive for you in advance of the installation.

IF you are convinced that a virus or other malware is the root of the issue with the problem machine, that should be enough to get the machine back up and running reasonably well.
You will still, likely have some additional work to perform afterwards with respect to hardware drivers that may need to be installed. Don't panic, just keep us posted as to your progress.
