Windows ISO Downloader.exe seems to be your problem,
try uninstalling Windows ISO Downloader from your Control Panel/Programs & Features,
turn off your AVG Protection,

go to : Reset Windows 10 to Default Factory Settings :- https://www.maketecheasier.com/factory-reset-windows-10/
(Choose an option - Keep my files, Removes apps & settings, but keeps your personal files)

if you want to make an ISO to create an installation media, I would suggest using the 'Windows 10 Media Creation Tool'
(There are two versions of the tool available – a 32-bit version and a 64-bit version. Download the appropriate version of the tool and run it.)

But windows ISO downoader.exe is a portable soft.
I still can't run some other soft like HP support assitant in my computer ?

Today, i have tried use sfc /scannow. But it didn't work.
It said it can't do the job and it make a log file, and i posted it in here
