Something VERY disturbing with Win10

Okay - once .. maybe but now twice and on different laptops ...

1) first time- I open an Excel file of mine and went to change the date format of a cell .. and all the language in the dialog is in - I guess Chinese (or Asian characters of some type - admittedly - not sure which) and not a language installed on the machine

2) this morning different machine - I open Skype to say hello to a friend . and while my typing is in English - the program is in some type of Arabic language - again not a language installed on the machine (had to open it on another computer to figure out how to get the the right menu to change it back)

so - WTH is going on!!!!!!!!!!!!!!!!!!!!!!!!!!

too late now - I fixed both - the first happened maybe 2 weeks ago .. of course the other was this morning ..
if it happens again - i'll take a screen shot first honestly - wasnt something I thought about
