Something Went Wrong try again

I have a Windows 10 computer (not an upgrade) and had to send it in for a repair. When it come back I tried to set up a pin. When I click on add a pin I get "Something went wrong, Try again Later." The same thing happens if I attempt to change the account password. I don't know if it's related but I successfully added a picture password. I have no idea what's going on.
