Spinning windows

I updated my toshiba encore 2 tablet. All worked well for 1 day. Windows sent an update now I have a blue screen with spinning dots. I cannot see the start menu, no command prompts will work. It just spins and spins. Can someone help? All of the you tube and Microsoft solutions says "go to the start menu" or "type in" . . . I can do neither.
