Uninstall OS Build 16299.309 the security Update

I 100% need to uninstall OS Build 16299.309 the security Update.
I cant it says cannot uninstall / Delete it.. no error code etc.

Anyone can help there? its an error message after i try uninstalling the Update.

i dont want to upgrade i want to downgrade my windows.

Press the Windows key + R to get the full version number of your installation. The current Version is 1803 [year and month] Build 17134.167.

The Build you show is associated with Version 1709. Some security updates simply can't be uninstalled, would need one of the other actions such as Reset or Reinstall but that won't necessarily rid the computer of that update as it will be offered again.
