Uploading photo problem

Hi I have been trying to upload a digital photo to an online passport form but every time I try the photo becomes huge and takes over the whole Page, and I am unable to proceed with my application can anyone help please thank you in advance

what format is the pic?. bmp, jpeg, giff, tiff etc?. What web browser are you using?.

Also, what was used to take the picture? I find the cameras in cell/Smart Phones and on Notebooks tend to produce large images and it is best to resize them in a graphics editor, I use the 'old faithful' Paint/MSPaint in Windows Accessories and resize smaller, default for Resize shows a size of 100 and 100 in its box so I go with 50 for both until getting close to the desired size then use 25 for the final figures. It takes a bit of experimenting to get the hang of it to suit the purpose.
