Use laptop with Windows10 without wifi

Want to access files on USB and in computer where there is no Wifi. Laptop with windows 10. Mainly entering spreadsheet data. Many miles from Internet/wifi or cell towers.

Go to the Start Button--Settings--and find the Internet settings. You can switch to dial-up or DSL cable there.

Are you having some type of problem accessing the files on the USB device or editing and saving them.
I don't understand the issue.
You are evidently wanting to use a Windows 10 Laptop offline? Is there a problem doing so?
