Probably helps if users are reinstalling old third party images.
I have a very slow connection, and to restore an image of, say a month ago or, even more so, one from Windows 8.1, can lead to a huge amount of lost time, whilst I download all the updates.
To have them ready stored, can alleviate this to a great extent.
