This is another problem I'm posting.

While trying to update I keep getting the error 0x80070643 Says it's a security up date for Silverlight KB 3080333
Any thoughts

Have you tried the standalone installer
https://www.microsoft.com/en-us/download/details.aspx?id=48513
If you click the download button you should find
40728.00\Silverlight.exe which I assume is for a 32 bit install
AND
40728.00\Silverlight_x64.exe which looks like it would be for 64 bit architecture.

Yea, it failed too

Everything worked fine until Windows 10. Now I have this Windows Update problem and a special permissions (even tho I'm adminstrator) problem

What a pain!
