Windows 10 setup USB ports don't get electricity

We installed WINDOWS 10 after a windows XP, with a windows recovery drive (USB). We succesfully installed it, but when we started it, the USB ports didn't work, because they didn't get electricity. We can't do anything, after the Windows starts. It's a PC.

Have you checked Device Manager for the USB ports being installed? If USB 3 has the software for them been installed? The BIOS supports USB 2 but the OS has to be up and running for the drivers to load for USB 3. Usually USB 3 [and other motherboard resources] are provided by the maker of the motherboard or by the OEM/Original Equipment Manufacturer.
