Windows 10 to windows 11 fails to upgrade even though I am a insider.

I am a windows insider (beta) it downloads 8% and then fails due to secure boot but am windows insider and the bypass secure boot DWORD in the registry is there. The windows 11 setup pops up and says checking your pc then says your pc can't run windows 11 here's why this pc must support secure boot. the i close it (only thing I can do) then windows update will jump to 10% or go down to 5% then it will say windows update ran into a problem fix now(button) then it repeats. pictures below

At one point I saw one difference on the windows 11 setup in the lower right hand corner there was cancel instead of close but there was no next either way.

I will keep this thread open for a while even though this problem is technically solved I decided not to update via windows update I just used installation assistant. But if anybody has answers let me know because I will probably end up rolling back due to stability and performance because of the age of this system(Dell precision m4400). This thread is now for those who have had the same issue or similar.

I'm sorry I posted to early I am having trouble with installation assistant as well and with ISO it is the exact same thing yet every registry key is there windows is in brand new condition But ,this may be off topic, but resetting fails every time and i wonder if that has something to do with this.

Some helpful info is this is running from dell precision m4400(I know it is old) on windows to go thumb drive 256gb(230gb usable)
