Windows Explorer is not operating. Looking for a solution.

Installed 10 last night and all seem good.

After a power down and restart not I keep getting a popup that says "Windows Explorer is not operating. Looking for a solution." That popup closes and another opens saying "Windows Explorer restarting" then it crashes back to "...not operating."

Start button does not work. Task bar cannot reopen anything.
