Windows update and default browser in Outlook

The first thing I noticed after the Windows update a couple of weeks ago was then when I read an email from Twitter and click on a link I get the "How do you want to open this" box; I specify Chrome and tick "Always use this app", and can browse the page. But it forgets immediately, and the next link triggers the "How do you want to open this" box all over again.

Yes, in Windows. So if I click on file.html it runs Chrome. (I have looked for but failed to find a specifically Outlook default browser setting.)

It may help to know that if I prepare in Outlook a message containing a link to an .html file and CTRL/click on it, Chrome runs and shows that page. It seems only to be the sort of links found in emails from Twitter that no long work automatically.
