Winows 10 issue green screen

I did a full reboot of my system i had the flashing screens problem. That didnt fix it so i tried to reset the resolution. ehen i did the system froze and nothing would come up. Ok dummy me turned off the computer. Now when i turn it on i get to the screen with the picture and the date and time i press enter and in get to the logon screen. When i logon it doesn't do anything but give me the circle of thinking. The goes to a green screen eith a white dot in the middle. If i press ctr+alt+del the task mgr comes uo but it will not let me into the task manager it lets me use the power to turn off the computer nothing else though. I tried the shift restart and just get a green screen with the white dot if i move my mouse i can sometimes get a blue area but nothing to click. I have a dell inspiration all in one touch screen. Can someone please help.

Hello and welcome to the forum.
Boot from the installation media , use the advanced troubleshooting options there to get to the System Restore Icon and use that to go back to a point in time prior to the problem having first occurred.

Choose Windows 10, the first item in the first drop down (not single language at the bottom)
Next choose your language and your bit version (32 or 64 bit to match your system architecture or in the case of an upgrade, to match your currently installed version of Windows).
That will provide an ISO that will upgrade, repair (or clean install) either or both Windows 10 Pro and Home.
Once you have downloaded the ISO you can use ImgBurn to burn it to a DVD http://imgburn.com/index.php?act=download
OR
Rufus to burn it to a USB ThumbDrive http://rufus.akeo.ie/
When you've managed to boot from the installation media you need to click the Repair Your PC link on the second page after the Choose a Language and Keyboard layout page.
That should get you to the Advanced Troubleshooting options

Thank you I am back up and running now I have display issues. when edge is opened it flashes until I scroll up and down a few times and it still flickers in areas. I also noticed that when I open some programs they flash too. How do I now fix this as this was the original issue I was trying to repair when I lost my computer in the first place.

Investigate and determine what video card is installed in your computer and then find the latest driver for it, either from the computer manufacturer or from the GPU manufacturer.
