Adobe flash player enabled but not working

We bought a new laptop with Windows 10 for my daughter and flash player will not work. It is enabled and says it is installed but will not work on any site. A real problem as pretty much all the sites my daughter wants to use needs flash player! I know this is not an isolated problem to us as I've seen other posts elsewhere - but no resolution as yet. Can somebody please help to resolve this?

Make sure all Windows Updates are current and up to date on the new machine.
Additionally try launching Internet Explorer
Start, All Apps, Windows Accessories, Internet Explorer
See if she can view her websites in Internet Explorer.
