Hello and welcome to the forum.
What happens if you use Ctrl + Alt + Delete on your keyboard
If that works then hold the shift key down and use the power button on that screen and click restart and try booting to safemode and see if that works
https://www.windows10forums.com/articles/safe-mode.3/
The screens except for the initial restart screen will be the same.

So neither your keyboard nor your mouse (cursor) is responding.
I assume you have left it at the "first log-in screen" for a reasonable amount of time to see if it develops some responsiveness after a while, so....
I would suggest booting with the installation media
The installation media can be obtained through either of these two resources.

https://www.microsoft.com/en-us/software-download/techbench
OR
http://www.microsoft.com/en-us/software-download/windows10

Once you have the ISO, you can use ImgBurn to burn it to a DVD or Rufus to burn it to a USB ThumbDrive.

When you've managed to boot from the installation media you need to click the Repair Your PC link on the second page after the Choose a Language and Keyboard layout page.
That should get you to the Advanced Troubleshooting options. You should be able to use Startup Settings option to get into Safe Mode, which may help.

Additionally, I just read a post where a member was having a similar issue.
He shut down his computer and disconnected it from AC Power, if it was a laptop I believe he removed the battery, then pressed and held the power button for 30 seconds to discharge any residual power to the capacitors and reversed the process and booted his machine.
I have no idea if that might work for you, but it might be worth the effort to see.

Thank you for your suggestions, but my son solve the problem. My keyboard and mouse is wireless and he move the "sender" from the USB connections from behind to the front and then the both works again. I hope you can understand my poor English.
