Any way to make my account admin to install new OS!

I currently have two user accounts on my laptop, neither of which are administrator, and because of this cannot install fresh windows 10. Struggle to do anything, as not admin cannot assign user as admin. I'm stuck! Tried every way I've found to make account admin, no joy!

You might be able to rescue your computer by enabling the normally hidden / disabled Administrator account and use that to possibly fix the password problem on your local user account.
You'll need to boot from the installation media. If you do not have the installation media on hand you can download the ISO from here
https://www.microsoft.com/en-us/software-download/windows10
Once you have the ISO, you can use ImgBurn to burn it to a DVD, http://imgburn.com/
or Rufus to burn it to a USB ThumbDrive, http://rufus.akeo.ie/
either of which you can use to boot your computer.

THEN...
Follow the steps outlined here

Although somewhat convoluted..... It works. I know. I've used it multiple times.

That's great, really appreciate the info, however, when trying to install the software to create the iso on usb, i'm getting 'this application can only be run with elevated privileges' do you know any way of getting around this to create something I can boot from?

Nope.
You will need another resource. A computer that has a working admin account. Family member, friend, neighbor, etc.

make your USB install thumb drive here if it ask for admin password cancel and restart and select create for another computer.

You should have at least one Admin account on your computer not counting the root admin. On any computer there is at least one admin account though may be hidden due to the fact that windows always creates a admin account when first setup. one can add user accounts to ones liking but that one sticks.
to unhide the Administrator account you have to go into the computer management (This PC - MANAGE).

restart the computer..

now you should be able to log in the Administrator account if it is not secured with a password.
BUT BEWARE: this account has system wide elevated rights.

I just found out if you click in the second picture on [Member of] you can see which group it belongs to (Administrator,User or Guest). Check that with all accounts that usually do not have a description. I believe one of the is already admin.....
