aspire 250 ,cant open apps

This is not a new problem related to Windows 10. It has been around since the introduction of "Modern Apps". A particular minimum screen resolution is required.
First..... Have you downloaded and installed the most current driver for your device's graphics card?

Second there are any number of registry hacks out there which suggest a means to "Force modern apps to run on low screen resolution" just Google it.

As the article suggests this particular hack is graphics card dependent so if the registry key is not there it won't do you any good to create it to force it to work.

Many computers do not allow a RESOLUTION hi enough to run the APPS. and unless you are very adapt at RegEdit. it is not worth the time to HACK the REGISTERY to get a higher resolution.
and this problem started prior to Windows 10.
