Black screen

I wonder if anyone can help? When I start up my daughters pc I get the usual splash screen and password request after that however all I have is a black screen with a C prompt box and that's all no desktop at all, Ican access task manager and get into the files but can't get any settings or anything up, pressing settings does nothing except freeze the screen for about 30 seconds?

At that screen, do not log in by typing into the password box, instead.....
Depress and hold the shift key and use the power icon on the bottom of that screen to choose "Restart"
After the restart, that should give you the opportunity to choose Troubleshoot -> Advanced Troubleshooting -> Startup settings
Which will in-turn allow you to boot into Safe Mode and or Safe Mode with Networking, options #4 and #5 respectively.

See if trying one or both of the Safe Mode options changes what's happening.
