Purchase a recovery CD or DVD
If you cannot use the service partition or have had hard drive failure, you will need to obtain a recovery CD or DVD by contacting the Support Center.
SOURCE: https://support.lenovo.com/us/en/documents/ht035659#purchase
If your Lenovo product is still under warranty then it should be free, if not there will likely be a nominal fee.
https://support.lenovo.com/us/en/ContactUs
Select your product, enter you serial number and any other identifying information that they need and see if you can get the installation media you need to recover your computer.

In the mean time, have you checked for newer driver packages available for your installed hardware?
After, or even before such an upgrade it is usually a good thing to make sure that you have all the latest available drivers for all your hardware devices installed (BIOS, Chipset, etc.,) those two are essential and should be as up to date as possible.
Additionally you may need to consider any other updated drivers for specific hardware devices, such as, in your case your camera. Even if you have to resort to installing a driver for an earlier version of Windows (in compatibility mode)
