I don't think it is enough of a concern to you.
But, if you are curious to know, next time before you restart or shutdown, get a camera ready.
If and when that message appears again, take a snapshot, post it back here.
I can tell you with absolute certainty if it is Chinese or just another one of those gibberish which I think that's what it is.
I am a Chinese.

Just for a peace of mind................
run a full virus scan with the security program you have to make sure your machine is clean.

I have no more ideas for your issue.
Sorry.

that is total gibberish.
Did you run virus scan ?

Adding : do you recall if you had visited any Chinese websites or any websites that would provide links to Chinese websites ?

rRight click at taskbar > click Task Manager > bottom left, click More details > scroll the list and see if you see anything suspicious.

I know, that is hard to tell. But that's all I can offer.

Does that unknown app appear each time you click Restart ?
If it's gone now, I wouldn't worry about it.

I have nothing relevant to add.
Sorry.

You may also want to have a look at startup services (non-Microsoft services)
Right click the start button and choose run
In the run dialog box type
msconfig
hit enter or click OK
Select the Services tab from along the top and check the box that says "Hide Microsoft Services"
Do you see anything weird there?
Additionally check Task Scheduler
Simply click the start button and type
task scheduler
hit enter
select Task Scheduler Library (just highlight that, nothing else)
Use the View item from the menu bar and confirm that you are showing "Hidden Tasks" which should be the default view but it may not be.
Is there anything there that looks strange?

Norman,
There is a thread in Microsoft Community with exactly the same scenario, exactly the same Chinese look-alike characters in the message.

There is not solution from that thread.
There is, however, a reply that appears to make sense.
Assumption is there is an error in the user profile.
Suggestion is to create another user account with the same privileges as the one you are using.
Logon to the new account and see if the same message appears on restart.
