Clicked app doesn't come up in foreground

When I click on a program, I want it to open up in the foreground, not behind another full screen program. Windows 7 always used to do this by default. My Windows 10 insists on opening a new program behind an old one. Is there a simple fix for this?

Is your computer fully up to date as I'm sure MS released a CU to fix this?
Mine was the same, anything I opened would not come to the front, this is now resolved as above.
