Smart menu , search and son icons like date time etc not getting clicked

Hi

I am facing a problem with my windows 10 laptop. I have 2 user profiles setup in my laptop one admin and another normal user..
I don't know what happened some how I am not able to left click on start menu , search and some task bar icons and apps like date time, internet explorer, WiFi icon etc which creates problem for me to work on the laptop.

I have noticed that when I run few commands of cleanup like
SFC /scannow and dism it worked for some time with admin user profile , however it didnt work when I changed the profile with normal user. There is also a change in font for Google Chrome like blurr after this issue.
Can anyone suggest the solution .
