Can anyone see this actually catching on where they live

Is there just too much big money to be made and the rich and powerful will jerk the leash on politicians to prevent it??
The bill requires internet providers to install equipment to route Russian internet traffic through servers in the country. That would increase the power of state agencies to control information while users would find it harder to circumvent government restrictions, and the quality of the connection may suffer.

Interesting question. I can see a few countries wanting to implement this sort of infrastructure, especially ones with content filters. It wouldn't surprise me if there was some level of fragmentation of the net in the decades to come, unfortunately :(.
