Right click the Start Button (Windows Logo, bottom left of screen on taskbar) and select Control Panel from the context menu.
Not really that hard.

Welcome aboard, DA.

Trouble is right about how to find Control Panel. Another way is to type it into Cortana. But "Settings" will contain most of Control Panel's functions, and that's what 10 is designed to use.
