De-Magnifying Programs/Applications: How, Please ?

Hi,

I know about all the excellent screen magnifier programs available, but they are not really what I'm after.

I would like to find a program, or a technique, that would allow me to open up a program/applicatiuons
with a reduced size. But nothing is cut off.

Just instead of opening up as normal with say 1.0 scale, it would automatically
scale what appears to, perhaps 80 % (0.8).

Anything available that does this. ?
Again, with nothing to be cut off, as what seems to happen by dragging an edge.

I seldom run programs Maximized [different from Full Screen] and when closing then reopening they have remained the same. Not all programs adhere to that scheme but if one is Maximized it only takes a click on the middle button in the upper right corner of the program to Restore downward.

Also involved in the view is the Ctrl and + or - keys to change the view of the contents of a program's window, or the Ctrl + the scroll wheel for the same.
