Can't stop Win10 from rearranging my desktop when it goes to sleep or change users. I've tried everything. And the Chrome window(s) resize automatically when this happens, also. Had to install DesktopOK just to restore icons on desktop.
If you don't mind opening your Registry Editor, you could go take a peek at the GraphicDriver Configuration folders for your monitors Primed and Active screen resolution settings - it's likely they differ and that is probably the root of your troubles.

Once here left click to expand the Configuration key. This will reveal one, two or more subkeys for your monitor status. In my case there are two such keys. If you expand these keys you'll discover a subkey named 00 and a further subkey also named 00.
The first subkey 00 will contain two values you check: PrimSurfSize.cx and PrimSurfSize.cy
The subkey 00 belonging to the first subkey 00 will contain two values to compare: ActiveSize.cx and ActiveSize.cy
Compare their values which ought to match! If not right-click on offending value to modify.

You could also investigate whether there are better drivers for your monitor / graphics drivers from the Manufacturer website, as Windows may be using generic ones.
Not sure which is monitor setting(s). I have an LG and also 4 users and with different resolution setting. But had this problem before multiple users were added. here is a snippet of reg file area you suggested.

have HDMI with TV hook up but still had the problem before installing HDMI cable/TV. Not sure which monitor is defining LG and TV.
