I have 4 PC's with Windows 10 version 1511. Although on each PC Edge sync is set to ON, Favotites are do NOT sync.
Result = Favorites are different on each PC = very annoying indeed.
Remark: all Windows sync settings are ON.
Note: Chrome = no problem everythinh in synced.
