My mom downloaded Avast, or tried to on her Dell laptop. Now whenever she goes to enter her password it won't log her in, and shows a blue screen with a " :( " on it. What could be the problem and how can I fix it?

I think the first thing that I would do is uninstall Avast, since you seem to suspect that, that might be the culprit.
Boot into Safe Mode and run avastclear.exe https://www.avast.com/uninstall-utility
See if that provides any relief to the problem.

How do I boot into Safe Mode you might ask?? Well.....
I would have hoped after multiple times of failing to load properly Windows 10 would have already failed over to the Advanced Troubleshooting Options screen.
IF it hasn't then you might try manually interrupting the boot process by powering it up and then holding the power button during the spinning circle gizmo to shut it off.

Failing that you are going to need the installation media to boot the system.....
https://www.microsoft.com/en-us/software-download/techbench
Choose Windows 10, the first item in the first drop down (not single language at the bottom)
Next choose your language and your bit version (32 or 64 bit to match your system architecture or in the case of an upgrade, to match your currently installed version of Windows).
That will provide an ISO that will upgrade, repair (or clean install) either or both Windows 10 Pro and Home.
Once you have downloaded the ISO you can use ImgBurn to burn it to a DVD http://imgburn.com/index.php?act=download
OR
Rufus to burn it to a USB ThumbDrive http://rufus.akeo.ie/
When you've managed to boot from the installation media you need to click the Repair Your PC link on the second page after the Choose a Language and Keyboard layout page.
That should get you to the Advanced Troubleshooting options, from there you might try
System Restore to an earlier point in time before the problem first occurred
Before using Startup Settings to launch Safe Mode.

I got the pc tp boot normally, it appeared to be a conflict between Avast and Kaspersky. I uninstalled Kaspersky, as it didn't provide any protection, despite $80 or however much it cost. The computer boots fine now. Thabk you for your feedback and I'll keep it noted for future reference.

That was extremely fortunate.

Yep.... running multiple security suites simultaneously is not generally a good idea.

Kaspersky is generally considered one of the top products on the market and often receives top marks in any comparisons with other such software.
IF you were having problems with it, they generally provide tech support for their customers, perhaps that might have been an avenue to explore before binning the $80 bucks.

I would have definitely kept Kaspersky over Avast. Avast has become bloated and loves to spy on its users.
