Hanging Ping

I'm trying to find a solution to a strange issue that someone is having. Our software was trying to upload a text file to a website using https but instead hangs, seemingly without end. During testing the same user opened an Admin PowerShell and tried a Ping to Google.com, it hung, no messages, no response at all, nothing.
Does anyone have any ideas what could cause this?

Depends.... Assuming this is a new problem and has always worked fine in the past,
I suppose if it is a single network node is having the issue while others seem to be behaving properly, then I would suspect an issue with that computer and investigate its' physical components (cabling, network card, etc.,)

IF all nodes on the network are experiencing the identical issue, then....
It is likely upstream, a concentrator such as a hub or router or perhaps you might want to contact your ISP and determine if they are having any service interruptions.
