How do you ssh to Windows 10 using built-in ssh?

I setup the Windows 10 built-in ssh utility and can ssh from my linux to the windows 10 machine using a password, but want to be able to login without having to use a password and just add a key. How is this done???

You have to use Microsoft SSH Server in Developer mode, so that instantly affects policies on the Windows end.

Sign-in requires account name, and either the Microsoft password for that account, or a Local password.

Thank you for the response, so I did set this up in developer mode, and am able to login with a password, are you saying you cannot use the certificate to signon?? Is Cygwin the best way to be able to setup the ability to login from a linux to a windows box using a certificate and not a password??
