How to change win 10 Home shortcut Icon ?

TIA ,
I know the steps an shortcut icon ,
but my shortcut (for google chrome) has no Shortcut Tab .
So , How to change win 10 Home shortcut Icon ?
Its a shortcut to an *.html file .

I don't change the icon. I drag the lock symbol in the URL/Address bar to the Desktop, it creates the link which uses the Browser's icon. There are no changeable settings in its Properties except for Change icon but limited icons available. An example of such a URL link:
