I have a Bluetooth dongle for my PC and accidentally pressed 'remove device' on the Bluetooth settings and is now stuck saying 'removing device'. Because of this, my PC won't turn itself off when shutting down as it can't remove the device as it is plugged in. Is there any way to stop removing the device?

I'd try pulling the dongle out and rebooting. It shouldn't show up again until you plug it back in and pair. Sometimes it is necessary to connect as a New Device, in other words go through the process again. I use a few BT mice on Notebooks, some I keep with the Notebook it's paired with. I got a real good deal when wanting to get 3 mice but hit a minimum lot size of 6 that turned out to a bit less total cost than the 3 I wanted, still have 2 never opened.
And pull out then replace the battery from the mouse before trying.
