SOLVED Information when hovering is distorted with black squares

The pop up information when hovering over an icon and in some forms and in browsers are unreadable in Win 10. See screen images.

If anyone had this problem and have solved it please explain how.

I have discovered that when the computer is restarted this problem continues, but when the computer is powered off and then restarted the problem is gone. So anytime a restart is required I just shut it down and restart.
Still like to know why a restart is creating this.
