Max processor power doesn't change

When I first got my laptop - and it was running Windows 10, I set the maximum processor power to be 60% when it was on battery. All OK. My Gadget showed that the clock never went over 1400 mhz. (it's an I7 5500U max is 2400mhz). Battery life was better and the CPU fan didn't come on as much

Recently, I needed to do some photo manipulation so I set it up to 100%.

I have since put it back down to 60% but my gadget still shows it peaking at 2400mhz. The CPU fan comes on more which is how I noticed it.

Anyone know of a recent update that might have broken this?
