Yes...
Generally speaking these types of installations are required by some software that you have installed that need them.
Windows 10 (the Operating System) does not.
Uninstalling them will not usually cause any issues. If you find that a program fails to open or function then you may have to reinstall it or its' required dependencies.
On the other hand....
They're not very big, they usually don't consume a lot of resources, so... leaving them alone is a reasonable alternative.
