No screen saver or power settings

My daughter has a Dell Inspiron 24 All in One. The monitor stays on 24/7. Any changes in the power settings or screen saver make no difference.
Any ideas on what to do ? I have downloaded all updates and ran the System File Checker and nothing changed.

Anyone know of a quick direct way to display the Screen Saver Properties windows on W10 Pro, please? Opening it from the lock screen option "Screen saver settings" takes a while.
Does anyone know also where a screensaver should be held - in "Windows" or "System32" or both ?
