No startup sound on first startup.

Since the last update,
On first startup from powerdown, there is no startup sound when the initial screen comes up. Nothing else seems to be inhibited.
If at this point I restart, the startup sound comes on with the initial screen.
any further restarts comes up with the sound on initial screen.
Any ideas ?

This must be a change Microsoft meant to implement. There is no startup sound item in the list under the Windows category. Just the checkbox for on/off when the system startup not during the login like it use to be.
