The computer boots up but at the windows logo both the mouse and the keyboard go dead. Running Win 10 Pro. Have tried a Rescue disc and going to the command prompt with no luck and have removed the cmos battery to reset bios.
Any help will be appreciated.

I've seen similar issues where the keyboard and mouse were plugged into USB 3 ports [blue]. The BIOS usually does not provide support for USB 3. Assuring the devices are plugged into the USB 2 ports [black] usually works. USB 3 gets driver support from the Operating System during/after it loads. Have also seen the problem with printers. There are some computers or motherboards that support combination USB 2 and USB 3 ports. There also are times that USB 3 devices won't 'fall back' to USB 2.

Are both the devices working via a wireless hub?, if they are, you might need to check for newer drivers for W10 and first use a normal USB mouse and KB and install the drivers before you try using the devices again!. ;)
