Outlook Safe & Blocked Senders Lists

In Outlook (Office 2010 version) there seems to be no way to access either of the two lists. I constantly have to recall incoming e-mail messages from the Junk Folder, and from there I've marked them as NOT being junk (and it tells me it's added it to my Safe Senders List) but the next time I get one... BANG !! It goes straight to the Junk Folder.

Any clues how to cure this irritation?

 

[Trouble]

Double check all the tabs under "Junk E-Mail Options" and make sure there are no conflicts

Also if you are using a Hotmail.com / Outlook.com account......
Go online and use the settings cog wheel (top right) -> Options -> Junk Email (left column) to make sure that anything configured there does not conflict with your desired results.
