Photo folders

I Just updated to Windows 10 on both desktop and laptop and in both cases when I go to pictures, all my titled folders are gone. It appears that the pictures are there but not in the titled folders that they were placed in. I also can't see how to create a new folder.

If you are talking about the Photo app? Select "Folders" from the left column.
Then select from among the found folders that it sees in your pictures folder, I think you'll see your folder structure there.
