I don't think, I've ever heard of any such feature, function or utility.
IF, I'm understanding you correctly, you want to shut down your computer, while you have multiple random applications open and then.....
When you restart your computer you want to click something that will reopen all those specific applications again.
IF
They are always the same applications then there is almost certainly a batch file or powershell script that you can create to do that, or....
Maybe something like this
